Begging reference to your Despatch, No.19

(79333/15) of 3rd July on the subject of the

registration as British of companies composed of

aliens, I have the honour to report that this

matter has been mude urgent by the existence of

two warehouse companies registered in Hongkong

which are now entirely directed, managed, and

staffed by enemy subjects, only one of them having

a few small shareholders of non-enemy nationality,

The Governor of longkong states that

he has no legislation to meet such cases. There

is no person who can be summoned before our Courts

and
